Foreign secondary school leaving certificates are generally not equal or equivalent to the German Abitur.  They are classified as follows:

School leaving certificates permitting direct access to institutions of higher education
These school leaving certificates are regarded as equivalent to the German higher education entrance qualification (Abitur ).

School leaving certificates requiring a subsequent assessment test(Studienkolleg)
These school leaving certificates are not fully equivalent to the German higher education entrance qualification. In order to begin studying, applicants will need to pass the higher education assessment test (Feststellungsprüfung).
